For Monroe’s published residential gas-restoration route, a passed City inspection leads to a City notice to Atmos. Arranging the utility appointment is a separate step. A contractor’s test result or an issued permit placard is not the same as that City release. Monroe’s gas instructions

Suspected gas leak? Leave the area immediately. From a safe distance, call 911 and Atmos at 866-322-8667. The routine permit process below is not an emergency response. Atmos safety instructions

When Monroe directs a customer into this process

The City’s page covers an Atmos-served residence inside Monroe when gas has been off six months or longer, gas-line repairs require service to be restored, or a gas pressure test is needed. Those are the published starting conditions; the City and utility must determine the applicable requirements for the actual address. They are not permission to restart equipment yourself. City scope

Find who has the next action

LSL’s comparison separates the professional, municipal and utility responsibilities that the two organizations describe.

PartyPublished responsibilityWhat the customer should clarify
State-licensed plumber/gas fitterRequest the Gas Permit in MGOConnect; the City processes it and invoices the applicant. Once the Building Permit Placard is issued, the fitter can request the City gas inspection.Has the placard been issued, and has the inspection been requested for this address?
City of MonroeInspect the permitted gas work and send Atmos a permit notice after the inspection passes. Is there a passed City result, and has the notice actually been sent?
AtmosArrange the separate reconnection appointment after applicable local inspection/permit requirements are completed.Has the utility received what it needs, and what appointment is available?

The first two rows follow the City procedure; the last follows Atmos’s reconnection instructions. The questions are LSL’s aid for locating a delayed handoff, not additional City requirements.

Monroe’s Inspections & Permitting office links the current commercial/residential portal and lists monroe.inspections@ci.monroe.la.us for City questions. The licensed applicant handles the gas-permit request; the homeowner should not need that person’s account credentials to ask for the permit number or status.

Arrange the appointment, not a self-reconnection

Atmos directs customers to 888-286-6700 during business hours to arrange reconnection. Its instructions require a responsible adult 18 or older to be present. Confirm the appointment requirements with the utility; a City notice does not guarantee a particular service time. Utility appointment requirements

Keep the permit number, City result and notice information available for that conversation. If the City says it has sent the notice but Atmos cannot locate it, ask the two organizations to resolve the address/reference mismatch. Do not substitute a private contractor message for the City notice or operate gas equipment to try to complete the handoff.

What this review establishes

LSL rechecked the City’s specific gas procedure, permitting-office route and Atmos’s reconnection instructions on September 13, 2026. The comparison concerns a Monroe residence under the described conditions—not West Monroe, unincorporated Ouachita Parish or another provider. No gas test, permit account, individual release or appointment was inspected. Test methods and technical acceptance decisions remain with qualified parties and the City.
